To be absolutely sure about this I suggest you contact the University of Glasgow Department of Forensic Medicine. Dr Karen Scott is a leader in the field of hair analysis for the presence of drugs.

Hair Use in an Autopsy

Normally, if the contents of the urine are not available, a medical examiner will use the vitrous humor fluid of the eye as drug use is still available after not detectable in the urine. Hair would be a possibility if the body is decomposed enough to rule out other options. Depends on the decomposition rate and what is available for testing.
