DNA Sample Contamination

Is it normal for somebody to take a DNA swab and then lay the swab on a counter. The counter was in a patient room at a clinic where both staff and visitors could touch and lay things. The swab was left for thirty minutes to dry and then put back in its plastic packet. It was then placed in regular envelope and taken to the court house to be mailed.

My question is whether the DNA swab sample could have been contaminated given what happened as described above? If anybody could give an opinion on this I would appreciate it. Thank You.
